When India got freedom, but didn’t know what its boundaries were

On the midnight of August 15, 1947, we knew that India had kept its tryst with destiny, we knew that the subcontinent had been divided, that we were now two countries, India and Pakistan, but what we didn’t know was where India ended and Pakistan began. The boundary lines were still unknown.

    That had been Viceroy Lord Mountbatten’s idea. He didn’t want the celebrations to be marred by recriminations on both sides. As if that was possible.

    The British had long lost the opportunity for a peaceful and orderly handover of power. With the failure of the 1942 Cripps’ mission and then the three-member 1946 Cabinet delegation (with Sir Stafford Cripps playing the key role again), partition was inevitable. But how do you divide a subcontinent? Drawing the line was never going to be easy.

    The man chosen for the task was Sir Cyril Radcliffe, a man who hadn’t travelled further east than the Gibraltar. But it fell on this 48-year-old Inner Temple barrister to do this impossible task– and that, too, in just five weeks.

    While Radcliffe may have known little or nothing of India, he was, after all, the ultimate establishment man, which is probably why he was picked for the job. He had studied at Haileybury (Clement Attlee, the British Prime Minister then, also went to the same school) and then Oxford. After that, he had a brilliant career as a barrister. During the war, he had been director-general in the Ministry of Information, responsible for censorship and propaganda. It was Radcliffe who had run a campaign against Nehru’s sister Vijaya Lakshmi Pandit when she visited the United States. Radcliffe had also harassed P.G. Wodehouse ‘when he made ill-judged broadcasts while in German captivity’, wrote Patrick French.

    So, the Establishment Man reached India and began work as a ‘neutral umpire’ in New Delhi on July 8. He would live separately, guarded by a massive Punjabi armed with two pistols. He would take his own decisions; no one would be around to influence him. But it wasn’t such a secluded existence for Radcliffe, after all. He dined with British military commander Claude Auchinleck (maybe the Auk needed consoling; his wife had run away with his friend), Lord Mountbatten, Punjab Governor Sir Evan Jenkins and many other members of the British high society.

It’s hard to believe that Radcliffe did not discuss the boundary issue with the others, who all knew much more about India than he did. But more than anything else, Radcliffe had a cheat sheet. In February 1946, the ever-underrated Archibald Wavell, the Viceroy of India, was unceremoniously sacked by the British Prime Minister, Clement Attlee, while sending in Mountbatten, as he had drawn up a contingency plan. Wavell knew what was coming. And he understood the need for a well-thought-out boundary line. Helping him were Reforms Commissioner V.P. Menon and Benegal Rau.

So, what did Radcliffe have to go with? Maybe some advice from veterans, Wavell’s map, and outdated census data. And with this, he had to divide a subcontinent in 36 days. Its people, villages, rivers, canals, roads. And to compound matters, the weather was frightfully hot, and Radcliffe came down with a bout of dysentery.

Seventy-four years later, it might be easy to say, ‘Poor fellow, he was only a lawyer with a brief; what more could he possibly have done? But in 1947, everything hinged on this lawyer and his brief. Would he award Gurdaspur to India or Pakistan? Would he really award a part of Ferozepur to Pakistan, so that it had better control over its water supply?

In fact, he almost gave away a part of Ferozepur to Pakistan. In the first week of August, during a lunch with his commissioners at a club in Simla, he said he would give Pakistan a part of Ferozepur because India was getting Gurdaspur. But that was not to be. When word got out, there was frenzied behind-the-scenes activity that made the ‘neutral umpire’ change his mind– and the boundary line — within days.

He handed over all the Awards to Mountbatten on August 13, but Mountbatten ruled that the Awards would not be made public till August 16. So, on August 15, a free India still did not know its exact boundaries.

When at 5 pm, on August 16, Liaquat Ali Khan, Jawaharlal Nehru, Sardar Patel and Baldev Singh gathered in the Council Chamber of Government House, three hours after the Awards had been sent to them, no one looked happy. It would be months before things settled down. For the moment, freedom had arrived, and with it the horrors of Partition.

For Radcliffe, it was time to go home. He boarded a flight out on August 17. He never came back. Later, when a reporter asked him if he would ever like to visit India, he said: ‘God forbid. Not even if they asked me. I suspect they would shoot me out of hand– both sides.’

    The Indian subcontinent has seen the worst of times in the past. It was trounced by myriads of invaders from central Asia finally ending up with the British Raj. The invaders’ rule and the British Raj left behind umpteen miseries for India to deal with. Although leaders from many parts of the country participated in India’s freedom struggle that lasted for almost a century the actual heavy lifting in the game changers such as India’s freedom from the British Raj, the partition of India, the integration of the princely states, the abrogation of Article 370 and 35A of  Jammu and Kashmir, the legal battle, construction and inauguration of the Ram Mandir in Ayodhya, the CAA (Citizen Amendment Act) were all helmed by a few Gujarati leaders/politicians. So is there anything special about these leaders from Gujarat?  

    Let us begin with the first war of independence that began in the year 1857 but soon withered away because there was no one to lead the fight. Later, it was only when Gandhi returned from South Africa in 1915 after more than two decades he realised that India was gasping for breath and wanted freedom from the British Raj. Gandhi went to Champaran to attend to farmers woes and it was here that his real work in India began and later spiralled into the freedom struggle. And very soon he was spearheading the independence movement. Gandhi was the institution revered by freedom fighters across India. Mahatma Gandhi was a Gujarati. Today, in hindsight, it is hard to imagine an independent India without the sacrifice of Mahatma Gandhi the father of the nation who was the backbone of the freedom struggle movement.  Gandhi inspired movements for civil rights and freedom across the world.

        Standing opposite the mighty Mahatma was Muhammad Ali Jinnah the divider-in-chief of India who too had Gujarati roots. He too was a barrister like Gandhi but was amongst the chief proponents of the doctrine of a divided India and the leader of the All-India Muslim League. Though he was educated in England and was well versed in the divide-and-rule policy of the Britishers, he took the ugly decision of dividing India. Jinnah once proclaimed that “either we shall have a divided India or a destroyed India”.  But Jinnah was a one-off phenomenon.

        The political integration of independent India was no less complicated than India attaining freedom. At the time of independence, the Indian Union had 12 states. This formidable task of political integration was completed by Sardar Vallabhai Patel who too belonged to Gujarat. As the first Home Minister Patel played a key role in the integration of the princely states into the Indian federation. This achievement formed the cornerstone of Patel’s popularity in the post-independence era. He began to be known as the ‘iron man of India’ and the man who united India. In this regard, he was also likened to Otto Von Bismarck who unified the many German states in 1871.

    Under the plan of 3 June, more than 565 princely states were given the option of joining either India or Pakistan or choosing independence. Indian nationalists and large segments of the public feared that if these states did not accede, most of the people and territory would remain fragmented. The Congress as well as, senior British officials, considered, Patel the best man for the task of achieving the annexation of the princely states by the Indian dominion. Gandhi once said to Patel, “The problem of the States is so difficult that you alone can solve it.” Patel persuaded the princes of 565 states of the impossibility of independence from the Indian Republic, especially in the presence of the growing opposition from their subjects. Stressing that the princes would need to accede to India in good faith, he set a deadline of 15 August 1947 for them to sign the instrument of accession document. All other states except Jammu and Kashmir, Junagadh and Hyderabad did not fall into his basket immediately. For Junagadh, Patel had to use the Indian Army for the final takeover. The same methodology was adopted for Hyderabad too.

     Hari Singh acceded to India in return for the Indian military being airlifted to Kashmir, to engage with Pakistani-supported forces. The result we all know.

    The construction of Somnath Temple was also started by Patel as Deputy Prime Minister of India, after receiving approval for reconstruction from Mahatma Gandhi.

    After the passing away of Mahatma Gandhi and Sardar Patel, there was a gap of almost seven decades before Articles 370 and 35A was abrogated. On 5 August 2019, the Union Government revoked the special status granted to Jammu and Kashmir under Article 370 through a Presidential Order and made the entire Constitution of India applicable to the state. This implied that Article 35A was abolished. This heavy lifting of the contentious constitutional malady was again done by two daredevil Gujaratis—Prime Minister Narendra Modi and his deputy Amit Shah, the Home Minister with pin-point precision and against stiff resistance from local and national opposition parties of J&K and India respectively, left-liberals, hostile neighbours and even some superpowers. Further, the state of J&K was divided into the eponymous union territories of Jammu & Kashmir and Ladakh. But why weren’t these ‘do-or-die’ (Mahatma Gandhi’s slogan) legislations, not taken up, by earlier governments and leaders when they were so crucial for India? Was India in procrastination under the Congress regime that ruled India for a fair amount of decades after independence? The abrogation of articles 370 & 35A required political guts despite the thumping majority in the parliament because it had international ramifications. But Modi and Shah have an appetite for big things.

    The Ram Mandir in Ayodhya became a reality, again during the regime of Prime Minister Narendra Modi. The spark of Hindutva lit by LK Advani during the Rath Yatra became the guiding flame of Hindus during the reign of Modi and Shah. Going further, the CAA is a reality now where the BJP has reiterated their commitment to protect the linguistic, cultural and social identity of the people of the Northeast, the Hindus, Jains, Buddhists, Sikhs and Christians who are trying to escape persecution from India’s neighbouring countries and they will be given citizenship in India.

    The intent of this article is only to highlight the brand image of a few Gujarati leaders and politicians, who have dealt with contentious issues and it is certainly not to disparage leaders from any other party or state. We need to introspect before the coming Lok-Sabha polls as to what sort of leadership we want in our country. Do we want the same firebrand leadership of Narendra Bhai Modi or a subdued leadership of other parties as we have seen in the past? The choice is yours. But under all circumstances, we should avoid another Jinnah in India.

    Mystery deepens today on Subhash Chandra Bose. For who was Gumnami Baba? Read the full column till the end and the two newspaper clippings appended.

    Everything needn’t be proved. The world can as well live, with unproven stuff. For there is no scientific proof that God exists. Yet the majority on planet earth, believes in some form of God. Arising, purely out of faith. And ‘faith moves mountains’ as the saying goes. Post Subhash Chandra Bose’s air crash some believed he was dead, and some felt he was alive. In Lucknow there was a strong buzz, that Subhash Chandra Bose is alive and in solitary confinement near Ayodhya, and this how the story goes.

    ‘When I was young and in a school in Lucknow. There were rumours galore that an old ‘Baba’ stays near Ayodhya in a secluded ‘mutt’ and that he is Subhash Chandra Bose in hiding. And that many senior political leaders and government officials often come to see him but no civilian is allowed to meet him. So, then, who was he, if not Subhash Chandra Bose? This was a common hearsay in Lucknow, Faizabad and even Ayodhya around late sixties and early seventies. The veracity of this story can be traced back to some intelligence archives of the UP Government. But the moot question remained, why was Subhash Chandra Bose in hiding?

    And, to that we were told that Government of India had an unwritten understanding with the British, after independence. That ever in future. If Subhash Chandra Bose was found alive post the air crash on 18th August 1945. He would be handed over to the British Government for his secessionist acts. Where, the only punishment would be ‘capital punishment.’ But Government of India could not have handed over, its worthy son of the soil to the Britishers, even if clandestinely committed. So, when Subhash Chandra Bose was found alive, after the air crash he was kept under house arrest, and in hiding at a secret location in Ayodhya. And, later after some years there were rumours that the baba had died.

    Whether proven or unproven. There is no smoke without fire and such issues where the masses are not at rest keep simmering off and on.

index    We all know what Chandra Mohan Jain (11December 1931-19 January 1990) aka Acharya Rajneesh from 1960s onwards, aka Bhagwan Shree Rajneesh during 1970s and 1980s, and aka Osho from 1989 stood for:

ss    As a professor of philosophy he drew enough polemics while he traveled throughout India during 1960s as a public speaker. And his outspokenness and out-of-turn criticism of politicians and the political mind space, that included Mahatma Gandhi and the institutionalized religion made him controversial of the irreparable sort. And the legacy goes on even after his death. But this time the Osho International Foundation has crossed the holy Laxman Rekha as this is what they wrote in #The speaking tree on February 7th 2015.

‘Why Politicians Create Chaos In The Country

    ‘Freedom came to India very suddenly, without any preparation. All the so called leaders were only efficient in creating a little bit of chaos here and there, and when freedom came they were absolutely at a loss as to what to do because all their efficiency was in creating chaos.

    So even though freedom did come, those leaders still know only one thing; how to create chaos. They go on doing the same. And those leaders know perfectly well that the only way to be in power is to go on creating chaos. The whole concern of those who are in power is to remain in power, and they can only remain in power if the country remains in chaos. So people go on fighting and they go on managing somehow, proving to the world that they are very much needed, otherwise the country will fall apart. And the interest of the people who are not in power is also in creating chaos because that is the only way to come back into power or to come into power.’

osho_international_pune_20111015    While the column targets the Indian Politicians and rulers. The first paragraph cited above, targets even the freedom fighters of India. Perhaps, the author tried to continue moving in the shoes of Chandra Mohan Jain alias Bhagwan Shree Rajneesh alias Osho without realizing the battle for freedom had started way back in 1857 with the 1st mutiny, and so, to say “freedom came to India very suddenly, without any preparation. All the so-called leaders were only efficient in creating a little bit of chaos here and there, and when freedom came they were absolutely at a loss as to what to do because all their efficiency was in creating chaos” is completely wrong and ill willed.

ll    Secondly, freedom struggle and gaining of Independence was not the brain child of any single Politician. Rather, it was the aspiration of approximately 30-35 crore Indians that was ably driven by father of the nation Mahatma Gandhi, together with Jawaharlal Nehru, Sardar Patel to name a few, and many more freedom fighters who even died for the cause of Independent India.

And, moreover the first breed of Politicians, were actually freedom-fighters who definitely did not want chaos for the nation; and took up to the role of Politicians only to steer India out of the woods and therefore to paint freedom fighters with same brush as Politicians is criminal.

Self-styled Gurus and foundations, who have hallucinated all their lives about love and sex, should be well advised not to touch upon certain hallow chords of the nation which are beyond them, and especially for a foundation that has a sobriquet of “sex guru.”

For make no mistake Freedom-Fighters are above any self-styled God-man; so please watch out.
